The spread of HIV and TB will only be arrested if there is a clear strategy for testing and recording their progression.

Currently, this is not a government priority. District levels require urgent development, better management, improved data collection and information technology system that co-ordinate data from various sites.

Since government lacks capacity to provide these, private partnerships should be urgently established to utilize unspent provincial budgets.

Currently both TB and HIV are escalating at an alarming rate and the above measures would greatly reduce the cost in government spending and human lives.
